The prime objective of this project is establishment of an independent mechanism for monitoring the progress made by Bosnia and Herzegovina in fulfilling Copenhagen political criteria in the EU Stabilisation and Association Process as well as informing domestic and European officials about the results achieved in the monitoring process.

The main subject of monitoring of progress on improvement of economic and social rights in Bosnia and Herzegovina is pursuing the progress made in realisation of these rights in comparison with scope and level of rights defined in charters and directives of the European Union, as well as monitoring the progress made in ensuring these rights comparing the level of economic and social rights that are in force in the European Union. Accomplishment of the prime project objective is provided through realisation of the following specific project goals:

1. Measuring the progress made by domestic authorities on improvement of economic and social rights in Bosnia and Herzegovina in accordance with the Stabilisation and Association Process on basis of the adopted laws, decisions and conducted measures in the fields which have direct influence on using these rights in practice;
2. Measuring the progress made in ensuring the law-defined level of economic and social rights for citizens of Bosnia and Herzegovina;
3. Monitoring of decisions making by domestic authorities which either directly or indirectly may negatively influence on further development of economic and social rights in BiH;
4. Informing domestic authorities, civil society and European Commission representatives about the results achieved in process of progress monitoring.

The rights included into monitoring are as follows:

• Gender equality;
• Children's rights;
• Rights of persons with disabilities;
• Workers' rights;
• Rights in the field of health protection;
• Rights in the field of social protection;
• Rights of older people.
